Links to your site from websites with low PageRanks is almost worthless, you should only strive to get links from high PageRank websites. PageRank is an algorithm that Google uses to determine how important a web page is, by looking at links from other web sites pointing into it. Each link into your web page is considered a vote from that other website site by Google. Relevance is still a key factor because if you can get just a single link from a relevant site that also has a high PageRank, it will beat having thousands of non-related links.

It is an advanced text-matching technique used to figure out how relevant links in your web pages are. Using this technique, Google is able to tell what your site and the sites that links to you are about. So, try to get links from sites that are similar to yours to boost your link popularity.
To find high quality sites manually, just go to Google and type in "keyword"+"add url". For example, if your selected keyword is cooking, you would type down "cooking" + "add url" and hit Search. Google will the return results of web sites that allows you to submit your url (your web site's address) to them.
The best way to get people to link to your web site is to have great contents. Sometimes this is called link baiting. With great contents people will more likely to link to you because it can enhance the value of their site to their visitors. To speed this process up, you can email webmasters of similar sites and ask them to have a look at your site.
